There is a three-step process for obtaining a consular-legalized document:
(1) obtain a notarized copy of the document;
(2) have it certified by your country’s Department of State (or Ministry of Foreign Affairs, as applicable);
(3) obtain the final authentication stamp from a Vietnamese Embassy or Consulate.
